Hello, I think that this site is already pretty good (new design's looking really nice aswell) , but -of course- there are some things that could be improved...
a) Attracting noobs/ Advertising the site * Looking at the link sections of some other OS sites, I noticed that your site's often missing. Since anybody searching for more/new OS development sites will have a look at the link sections of the sites he already knows, you could increase the number of site members by simply changing this.

Doing so should also help to get a better google ranking...
* Newbies love tutorials and unfortuanately this is the only section your site really lacks of. Since nobody really understand everything after having read a single tutorial he'll return to the forum asking questions and voila we got a new user. It shouldn't be that hard to write some generic beginner tutorials and I'd volunteer to help you with that (I'm sure that some others from the forum will do so, too).

b) Improving the site's quality Of course simply recruting newbies can't be everything. If you don't want to see you forum flooded with a trillion "Bootloader doesn't work"-messages only, but also have some really interresting OS design discussions there, you'll need to bind more advanced users to this site. In fact you've already proposed the solution yourself with a monthly magazine. Since I somewhat doubt that it's possible to release it on any fixed interval, I'd propose to add a 'magazine'-section in which the articles will be published whenever they're done (no deadlines). Here are some topics I can think of right now: - Multiprocessor machines - L4: 2nd generation microkernel design - Hi-res graphics (somebody would have to read through the linux source: several thousand lines of ugly C *shiver*) - PCI and PNP - Fast HD I/O using DMA
Such a section wouldn't only be unique for an OS dev site, but it's also the only way to raise the level beyond "pmode set up" where most OS projects (and devs) get stuck.
I hope that this will give you some inspirations to further improve the site...
